MaXFeeD 6fc451710c Implemented transpilation with Babel 
How it works?
You can configure your project via babel.config.json to transpile via it instead of tsc. It still optional, but gives you huge boost, since type-checking now became OPTIONAL, so toolchain will transpile only modified files and will perform transpilation after that.

Can I still use TypeScript Compiler?
Yes and no. You can use tsc 6.0 or below since our Rhino ES5 target just went deprecated, so we can no longer directly use it. Local installation for it will be migrated soon, but for now, tsc can only be used for type-checking. Emitting declarations and now using ESNext if not used as transpiler.

Can I decrease compilation times?
Yes, now you definely can do it. Configure your 'make.json' to configure `typeChecking` property. Supported values are: always (default), on-release and never. If IDE that you are using already performs type-checking, why to wait for it again?
